Brief Specification Description: According to residential areas, due to the early implementation of comprehensive renovation projects and lower renovation standards, some old residential areas did not include road renovation in the renovation scope at that time. Currently, there are potholes, damages, and certain safety hazards, and residents have strong demands. Due to the wide scope involved and the high overall renovation cost, it is recommended to carry out partial repairs on some residential roads with safety hazards. (b)落實(shí)政府采購政策需滿足的資格要求：中小企業(yè)劃分標(biāo)準(zhǔn)所屬行業(yè)：建筑業(yè)。營業(yè)收入80000萬元以下或資產(chǎn)總額80000萬元以下的為中小微型企業(yè)。其中，營業(yè)收入6000萬元及以上，且資產(chǎn)總額5000萬元及以上的為中型企業(yè)；營業(yè)收入300萬元及以上，且資產(chǎn)總額300萬元及以上的為小型企業(yè)；營業(yè)收入300萬元以下或資產(chǎn)總額300萬元以下的為微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies: The industry to which the classification criteria for small and medium-sized enterprises belong is the construction industry. Small and medium-sized enterprises with operating income below 800 million yuan or total assets below 800 million yuan. Among them, medium-sized enterprises with operating income of 60 million yuan or more and total assets of 50 million yuan or more; Small enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more; Micro enterprises are those with operating income below 3 million yuan or total assets below 3 million yuan.
(c)本項(xiàng)目的特定資格要求：（1）未被列入“信用中國”網(wǎng)（www.creditchina.gov.cn）失信被執(zhí)行人名單、重大稅收違法失信主體和中國政府采購網(wǎng)（www.ccgp.gov.cn）政府采購嚴(yán)重違法失信行為記錄名單的供應(yīng)商。
（2）具有有效的安全生產(chǎn)許可證、市政公用工程施工總承包三級(jí)及以上資質(zhì)；
（3）本項(xiàng)目專門面向中小微企業(yè)。
（4）項(xiàng)目負(fù)責(zé)人應(yīng)具備有效的市政公用工程專業(yè)二級(jí)及以上注冊(cè)建造師執(zhí)業(yè)資格，同時(shí)具備有效的安全生產(chǎn)考核合格證書。
本次招標(biāo)需要網(wǎng)上投標(biāo)，響應(yīng)單位必須獲得上海市電子簽名認(rèn)證證書（CA認(rèn)證證書）。
(c)Specific qualification requirements for this program: (1) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), major tax illegal dishonest entities, and the list of government procurement serious illegal and dishonest behavior records on the China Government Procurement Network (www.ccgp. gov.cn). (2) Having a valid safety production license and a third level or higher qualification for general contracting of municipal public works construction; (3) This project is specifically aimed at small and medium-sized enterprises. (4) The project leader should have a valid second level or above registered construction engineer qualification in municipal public works, as well as a valid safety production assessment certificate. This bidding requires online bidding, and the responding units must obtain the Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate).
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
