（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目（不接受）分公司以自己名義參加采購活動）；
（4）具有通信工程施工總承包三級及以上資質(zhì)；
（5）具有安全生產(chǎn)許可證（有效期內(nèi)）；
（6）擬派項目負(fù)責(zé)人具有通信與廣電工程專業(yè)一級注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）本項目專門面向中小企業(yè)采購。
